I am not certain I understand your question. The Canadian Institute for steel construcion produces a book on quality system guidelines in Canada and there are many different books available depending on what your are building and where. You need to be more specific.

What I sought & still seek is some QA/QC program as an inspection test plan (ITP) that may generally be applicable for industrial construction/fabrication.

Items applicable below may be applicable, correct?
... your more inputs, please?
1- WPS+PQR
2- welder test
3- fit up check
4- visual check
5- NDT check and extent.
6- Final test and dimentional control
7- FAT ( factory acceptance test)
8- release for shipment and certificates.
9.... ???

PS: the previous attachment was supposed to be ISO 10006:2003.
 
Also add:
1. Approved, selected WPS is followed.
2. Welders weld within their qualification limits.
3. PWHT verified, if applicable.
4. Coatings Check
4a. Surface preparation acceptable
4b. Check humidity & temperature
4c. Check coating system (assure pot life not xceeded (for plural component systems)
4d. Wet film thickness
4e. Dry film thickness
4f. Final visual



 
The ITP for one of our clad vessels can have over 40 activities identified that need to be defined by the various inspectors involved (ASME, ClIENT , END CUSTOMER , ENGINEER REP.) The 8 that you mention are a good start and if surface finish is required stanweld has a few more. I see PMI often as well as hardness and consumables verification. All this depends on how complex the project and how much they are paying. The inspecions required on a Porche are more detailed than a Toyota. You get what you pay for.
 
Please be more specific over the construccion/Manufacture to which you refer. The points to be including in a ITP change depending of this initial parameter and also to the code, specs and rules to be applying. The points like HOLD POINTS, Check up documentation or witness depend on what you are going to make.

Then pls advise common factors that generally needs considering for construction/fabrication ITP... for points like HOLD point, CHECKUP doc, WITNESS, APPROVED ...???
 
There are other variables to have in mind:
1. To elaborate the ITP must have clear the steps of manufacture and the points of inspection required by the codes, specifications and other requirements of the project.
2. To establish the level of inspection (visits, frequency, permanent ....).
3. To establish the points (D,R, W, HP ...) for each of the parts involved (Production, QA/QC, Inspection, organism attestor, owner ......)

For Production and QA/QC all points are D,R and W
For Inspection or Third Party usually Hidrotest and releaseare Hold Point.
