My question is in regards to impact test requirements for welding procedures used on piping systems designated as high pressure. According to K328.2.1 (a), impact tests shall be performed for all procedure qualifications in accordance with para. K323.3. Are there any exceptions to this that I am not finding?

The only out/ exemption that you have is that if the material you are welding has a thickness (T) less than .098" then Impact testing would not be required (as shown by Table K323.3.1 note 6).
