With the New Appendix 47 in BPVC 2025, What Structure Should We Be Working Toward?

The ASME BPVC 2025 edition has been pre-released.

Once again, I find myself puzzled by Appendix 47.
Despite receiving valuable guidance from AIAs and TPAIs during the joint review—
especially regarding the detailed personnel qualifications described in the 2023 edition—
it appears that the 2025 version has significantly simplified these requirements.

I assume the fundamental expectations for personnel roles such as "Engineer" or "Designer" are
still meant to be upheld, but what is the true intent behind this major revision?

Looks like it's time to rewrite our Quality Manual—again.
 
Looking back, I now believe that the requirements originally set for designers were quite reasonable.
By encouraging the formalization of code knowledge, education, and training, Appendix 47 presented
a valuable opportunity to move away from reliance on individual experience.
I won’t forget the amount of time we spent developing our internal manuals in response.
In fact, it turned out to be a good opportunity to identify and confront some of the weaknesses in our own organization.
