when is it acceptable to disregard the omega factor in the steel manual

I am working on checking single angles per the steel manual chapter 16 section F10.2. it states that it is for a single angle without continuous lateral-torsional restraint along the length. So would a ladder be equal to a continuous lateral-torsional? and can I neglect the use of omega at all?
