What is this black tape on top of stud wall

What is the black thing on top of the stud wall. Is it used to secure the beam and joists?

Looks like two Simpson metal straps side by side to me.

Probably connecting the two intersecting walls together.

Is it tape or some other material? Your header says "black tape on top of wall" but your post says "black thing". Give us a better description. Is it flat? Is the wall below it 2 walls or 1 wall? etc.

I wonder if anyone gave any thought to excessive construction loadings, when I look at that picture. Full stacks of sheet goods and lumber seem like a significant load on a normal wood framed deck. The black stuff is likely an air movement barrier in/over the vert. space btwn. the two walls below. We often use peal-n-stick tape (akin to ice and water guard roofing material) over the tops of multi-ply wood beams which are out in the weather. This keeps the water out of the ply space (faying surface space) which never tends to dry out.

Looks like a party wall between two units? Looks like a draft-stop/soundbar at the top of the wall to maintain the 1" airgap.
