Question about welder qualifications class or F number

Does a welder certified in E71T-11 aka NR211, qualify to weld with E71T-8 aka NR232?

Since you mention F numbers, I assume you're working to AWS D1.1. If so, yes. The electrode type isn't an essential variable for welders unless they are using the SMAW process, in which case F number matter. Since those are both FCAW process electrodes, as long as you don't change any other essential variables, they are still qualified. See table 4.12.
