qualify a welder

Can you qualify a welder on 5/16 steel plate in 1F, In d1.1? All I,m seeing is 3/8. I assume that was a minimum using table 4.11

No, unless you circumvent the requirement by going through the procedure qualification rules (see 4.19.3 in 2010 edition).
