Plastic shims Thickness and Size calculation

Am trying to use plastic shims between Aluminium Extruded bracket and concrete slab. I want to calculate the thickness and size of shims required for each bolt. Please support me

Make them thick enough so that pooled water doesn't bridge the gap. Make them large enough so that compressive stress doesn't cause creep. Use fiber reinforced plastics for better resistance to creep and cracking.

I think the word "concrete" rules out welding or bonding as choices.
