How will the yield and tensile strength of a 3" round bar of "Stressproof" 1144 [ASTM A311 CL B] be compromised by turning the O.D. to 2"? Thanks in advance.

There should be very little if any change from the edge to center as uniform properties is one of their selling points. We used a lot of Stressproof and never considered any change in properties while machining.

It will depend on how much cold reduction (often called draft by the people who produce cold drawn bar) is involved, although unclesyd is correct in noting that the LaSalle people quote uniformity. A simple check is to measure the hardness of the bar on or near the OD, both before and after machining. If there is a significant difference, you will detect it with the hardness test.
