Impact test on filler material

Dear all,
we are constructing equipment with a MDMT equal to -196 °C.
We know that impact test are not necessary fro:
base material: according to UHA-51(d)
HAZ: according to UHA-51(d)
What about the weld material itself? If we use filler metal with impact test certification it is possible to avoid further impact test according to UHA-51(f)?

No, per UHA-51(f) "...all of the following conditions shall be satisfied:" refer to UHA-51(f)(2).

 
It is possible if all the conditions stated in UHA-51(f)(1) to(4) are satisfied. In othere word it will be rear for all the conditions to be satisfied.
 
So does this mean that for such type of vessels (MDMT equal to -196°C or warmer) a FCAW welding process is forbidden UHA-51(f)1?
 
FCAW is under the umbrella of GMAW in ASME IX.

 
In addition, the permitted filler metal specification, SFA 5.22, covrers FCAW electrodes.
