I'm trying to permit a small storage shed (12ft x 52ft, Occupancy S, Construction Type IV) not an occupied space, and need to address energy code. How do I work through this within the energy code? I don't see that it addresses unconditioned spaces.

Can you clarify the code you are referencing? I assume ICC but please confirm. Also, what year is being referenced for your AHJ?

That gets you out of the envelope requirements.
I do not know your ventilation and lighting requirements, but you would need to work through sections C403-C405
C406 is where you get your credits. You should be able to get 9 fairly easy if you work through C405 for lighting.
