How to create a tube pattern within a circular plate?

As a manufacturer of boilers and heat exchangers I am looking for a smart method for generating a hole patter within a circular tube plate. Maybe using iLogic for changing hole diameter, pitch and angel between holes.
The same pattern should also be available in the assembly for component pattern.
Any good ideas?
