Heat treatment of welded WPB fittings

Dear all,

A very good day to you. I have a confusion regarding heat treatment of welded WPB wrought fittings manufactured to BPV section II Part A: 2017.
When welded wrought fittings of Grade WPB of nominal thickness > 19mm, are manufactured by welding of cold rolled two half plates/shells; is it necessary to:
a. Normalize or stress relieve the whole fitting including body and weld as per clause 7.2.4 of SA 234?
b. Stress relieve only the weld as per section 7.2.5 of SA-234?

If you are an end user, what has been done the fitting in question?
