GFI in commercial bathrooms

Hello there, we are discussing the use of GFI receptacles in commercial bathrooms and there are different arguments, I hope you people share your knowledge. Here are the issues, It is required in a commercial bathroom (one toilet one basin) to install a power receptacle? and if is required it could be 15A or 20A and share the same circuit with the bathroom light and the bath fan?

The way I interpret the code is that is not required to install receptacle in a commercial (small) bathroom, but if decide to install one it could be a 15A or 20A GFI. My coworkers are telling me that is required to have one and has to be a 20A one.

As I read 210.8, NEC 2005, The code doesn't say that GFCI's MUST be installed in a commercial bathroom. If says if receptacles are installed in a commercial bathroom, then they MUST be GFCI.
