Where can I get a good Drawing Requirments Manual that covers ASME Y14.5M-1994?

Genium Publishing produces a very good one. For a subscription fee you get updates and web access (which goes into depth on GD&T issues), or you can pay once for the current manual.

Why not just get ASME Y14.5M-1994?

Get the information first hand. The standard is as readable as any textbook I have ever seen.
