Corner Bars In Elevated Concrete Beams

Should corner bars be used in elevated concrete beams? I typically use 2-24"x24" corner bars in grade beams with diameters to match the longitudinal reinforcing. Should I use similar bars in elevated beams? My elevated beams have top bars that terminate with a standard hook and bottom bars that terminate without a hook.
 
If the beams intersect at a column I'm not sure there is a need. If at a cantilever, I would provide them.

Per your comment about bottom bars not being hooked into the support - see ACI 318 section 7.13.2.2.(b)
