Can bend beam Rebars 90 deg vertically inside lift wall instead of straight towards wall?

I am inspector of work.

Would like to know whether bottom or top rebars for 1st floor beam CIS B 4T32 to bend 90 deg to top/bottom at approximately 300mm (Drawing shown straight 1200mm inside lift wall & 800mm each). I am asking because contractor will put foam at lift wall 300mm so later can cast beam.

CIS B beam width 400 mm while core wall thk. 300 mm. What is your plan for installing 4T32 bars in the wall ? Can you post the perspective if you have studied ?

Top and bottom 4T32 bars implies the beam is coupling beam and the structure at seismic region.
IMO, the development length for top and bottom should be same.
If the contractor planning to put foam at lift wall and cast beam later , i would prefer to use coupler .
