Bolting handrail post to top of existing channel C8 flange

I have an existing platform that needs additional handrail. I cannnot connect the post to the side of the existing C8 channel becauze it's too tight for construction. I will bolt the handrail post on the top flange of channel. But how do i resist 200lb horizontal force? Field welding is not acceptable as hot works is prohibited.
 
Without welding, you likely can't, and, even that might be tricky.

Make the post spacing closer than the typical 48 inches and fasten the top rail at the ends. If the rail sections are longer than about 10 feet, even these items won't likely help as dik notes.
 
Try a squarish bar, wide as the channel flange, bolted to the channel flange.
Shop weld the stanchions and handrail to it.
Use a lot of bolts.

For a short span, your top rail can act as a catenary spanning from end to end with the intermediates providing vertical support. Provide good anchorage at the ends.

I was able to field weld. They just need hot works permit.
 
It's late, but I'll mockup tomorrow a Channel flange bolted connection that should work for future cases.
 
If you can bolt to the web also, you've got it made in the shade
