Cutting top rebars in an existing slab

Hello, I have designed mechanical anchors for an equipement to be installed on top of an existing slab.
The contractor asked me today if he is allowed cut top rebars that are in conflict with the equipment anchors.
The equipment and the anchors can not be moved. And all of the rebars are in compression. How can I verify if it's acceptable? below is the plan view of the existing slab. Thank you.

Run the numbers on the slab assuming the cut bars aren't there and see what it means. If you aren't in an area where there will be hogging moments on the slab, i.e. top of slab in tension, then it's likely ok.
