Are pressure regulators considered unlisted components in B31.3?

If it is not manufactured in accordance with one of the listed component standards in Table 326.1 then it is an unlisted component.

Agreed. Also, verify if your item under consideration is subject to the scope of construction. That is, not all inline items may necessarily be scope of B31.3.
