Is there a formula that the ASME B31.3 code uses to calculate the Basic Allowable Stresses values in Table A-1?
 
I'm not sure what you are asking. Allowable stress is based on 1/3 of the specified minimum tensile strength of the material specification at room temperature up to specific defined higher temperatures. They are fully defined in B31.3.
 
Are you looking for Clause 302.3.2?
