ASME B31.8 vs 49 CFR 192 Subpart D - Design of Pipeline Components

This is a bit of an overlapping question regarding Federal Regulations, ASME Code, and a specific application, so hopefully this is the correct thread to post in.

How much of ASME B31.8 is applicable to CFR 192? I understand 192.7 states what ASME Codes are incorporated by reference, but under the respective section, it states "IBR approved for §§ 192.112(b); 192.619(a)"? Does this mean that B31.8 language was adopted for those sections only? Or does it mean that B31.8 in its entirety now needs to be adhered to when designing gas transmission and distribution facilities since it was incorporated into the CFR?

More specifically, I'm dealing with specifying integrally reinforced branch outlet fittings or O-lets for some transmission and distribution class facilities. Since 192.155 Welded branch connections (under Subpart D) is very general in its requirements, does it mean I could technically use an o-let that meets B31.1 or B31.3? Or since 192 references B31.8 is all of it applicable and I need to specify that the o-let meet B31.8 requirements?

Let me know if my question makes sense or not. Thank you for any consideration on this matter.

*pretext, not a legal expert, just sharing what I think I know. Hopefully it makes sense :)

When a document is incorporated by reference into a CFR the “citation” must include the chapter it is referenced in, where the usage of the document is expressed, as noted in the IBR Handbook(Page 21 option 3 is applicable to this CFR IBR structure)
Using an example from CFR 193 since it is a simpler document with the same IBR structure.
ASCE/SEI 7 05 is approved for § 193.2067(b).
§ 193.2067 Wind forces.
(b)The wind forces at the location of the specific facility must be based on one of the following:
(1) For shop fabricated containers of LNG or other hazardous fluids with a capacity of not more than 70,000 gallons, applicable wind load data in ASCE/SEI 7 (incorporated by reference, see § 193.2013).

This does not mean B31.8 does not apply in it's entirety as it may be incorporated by reference in a document that is incorporated by reference in it's entirety.
Example from 193, basically saying all the requirements of 59A are incorporated by reference, including those incorporated by reference in the publication.
§ 193.2101 Scope.
(a) Each LNG facility designed after March 31, 2000 must comply with the requirements of this part and of NFPA-59A-2001 (incorporated by reference, see § 193.2013). If there is a conflict between this Part and NFPA-59A-2001, the requirements in this part prevail.
