We will be performing some cores of an existing roof from the 1960s. The original prints call for cinder slag fill to provide roof pitch on top of the flat concrete roof planks. In my experience many structural engineers make very conservative assumptions about the weight of cinder fill. Can anyone recommend an ASTM or other standard that would be appropriate for sampling & measuring the bulk density of cinder slag fill?

I can't point you to an ASTM standard, but if your goal is to verify or determine the load of the cinder slag on the roof, you can probably just put some in a box, measure its weight, measure its volume, and calculate the density.
