Air to Boil Temperature

Hi,
I am trying to find the Air to Boil Temperature for my Radiator ( Air cooled heat exchanger). Given the LAT, Max top tank tempeature & boiling point of 50-50 Ethylene Glycol, is there any way to find air to boil ? If there's any alternate way based on Heat Transfer capacity etc, can you let me know.
Each time I find different methods from different sources and not quite sure which one is correct.

Let me get this straight. Are you saying you want to boil 50/50 % ethylene glycol in an air cooler?
 
Are you asking for how hot the ambient air can be before the coolant boils?

If so, then you're probably better off just measuring the temperature rise and subtracting that from your max temp
