Abrasion & fatigue resistant plastic tubing

I'm trying to make a drive belt by placing a cord inside plastic tubing (3/8" OD, 1/16"wall). The tubing must not wear out or fatigue when moving over the pulleys (4" dia). The temperature range is up to 100C (212F). The environment is water, ambient pressure steam, chlorine and weak acid or base. There is occasional exposure to kerosene. The tubing will have minimal tension in it because the tension will be carried by the rope. I was thinking high temp tygon tubing or kynar might be suitable. Does this seem reasonable or are there other suggestions?
