Latteral Pressure of a silt pond

Hello all,

I am a new engineer and I am trying to figure out how to calculate the lateral pressure of a silt pond. The silt pond sits at around 20' above ground, we do not know how much water it contains however we think it is full. I want to calculate how much clay it would need as a retaining wall around and what grade would be safe so it would not burst/fail for future reclamation.

I attached a picture of a 3d view of the silt pond as it currently sits.
 
For initial sizing look at flood protection schemes. a reasonable starting point would be a 1:3 embankment is likely fine with 2m flat bench on top.
