If you need a VB script, try to investigate the command inputbox that would look something like this: myValue = InputBox(message, title, defaultValue)
A general help on the subject is found in excel help try to search for "form control" and look at the overview

It's obvious that you're way out of your league with the postings that you've made here.
First off, you have uploaded a workbook that you have not even assigned a proper name: New_Microsoft_Office_Excel_Worksheet. I would have guessed that you would at least have named it something related to tolerances.
Then I discovered that the pictures that you posted do not reflect the actual cell structure. That is very misleading! Who knows how much effort some members might have expended trying to solve a false picture of what is something different. And you apparently don't even realize that is a big problem.
Your requirement is poorly stated. What value set will define the given starting point for a process? Will it be Condition, Description or something else? From your latest thread regarding Condition 1, it makes me wonder. Your formula referenced TWO cells, B13 and C13. Where did C13 come from? Is that some unstated data element that we can't see because you just posted a picture?
You don't seem to understand what is necessary to define a requirement clearly, concisely and completely. So we will just have to say good bye.
