Why don't seamless components have 100% joint efficiency?

In Section VIII, Div. 1, why is there a requirement for spot radiography in order to use E = 1.0 in calculations for SEAMLESS shell sections and heads? Does that make sense?

In such a case, E has nothing to do with longitudinal seams because there is no longitudinal seam. Seamless head or shell also have circular seams to get together. E is for this circular seams. Conclusively the rule, in my opinion, makes sense.

kyong is right. See the calculation requirements of UG-27 (1) and (2). I assume the spot that you refer to is a UW11(a)(5)(b) and not UW-11(b).
