where is in aci rebar splicing in columns should not all be the same location?

i rarely do concrete column but i remember there is this requirement. i want to check if this also applicable for walls and mat footings.
 
As columns are typically all spliced at floors, I don't understand the question.
 
is this alternate lap splice also applicable to mat footings?
 
bumping this just to check if anyone knows if there is anything in ACI about rebar splicing mat footing alternately. i dont think there is.

my draftsman alternately spliced my mat footing rebar even though i didnt say so. before i tell him it aint necessary, i want to be sure.
 
Why change what he has drawn? Whether required by code or not in a given situation, it is good practice in a mat foundation, if the mat is large and the reinforcement is heavy.

I think the column requirement you are remembering may be for long columns, e.g. three storeys high unsupported where single length bars are not available.
