What plant piping code to use

An addition to our chemical plant, which was built to ASME B31.3)is being built. The addition is essentially a product blending plant, with tanks, blenders, pumps. etc., for truck loadout. The group responsible for this plant's design is providing a basic piping layout but its design is not in accordance with any piping code at all. This plant will be under the jurisdiction of PSM.

I've read the introduction of 2008 edition of ASME B31.3 but don't really see anything that dictates that this plant addition be designed and constructed in accordance with B31.3 code. It states the following: "It is the owner's responsibility to select the Code Section which most nearly applies to a proposed piping installation."

Is there another source that would control this plant's code?

When a pipe flange breaks and the transfer pump spews several thousand gallons of brightly burning flammable liquids all over a few trucks, a couple of drivers, and a bunch of employees until the tank is empty .....

What Pipe Code will you WISH the plans specified?

Email the owner's representative (and perhaps others in the line of management) and inform that person that unless specifically notified to the contrary the design, fabrication, erection, examination and testing of the pressure piping systems associated with the new addition will be done in compliance with the ASME B31 Code for Pressure Piping, B31.3, Process Piping. You might want to mention that unless specifically notified to the contrary, the rules for Normal Fluid Service will be complied with. Copy yourself on the email.

You might also want to check with your local jurisdiction: city, town, township, county, state. One or more of them will have specifics about the Codes that need to be followed.
