An addition to our chemical plant, which was built to ASME B31.3)is being built. The addition is essentially a product blending plant, with tanks, blenders, pumps. etc., for truck loadout. The group responsible for this plant's design is providing a basic piping layout but its design is not in accordance with any piping code at all. This plant will be under the jurisdiction of PSM.
I've read the introduction of 2008 edition of ASME B31.3 but don't really see anything that dictates that this plant addition be designed and constructed in accordance with B31.3 code. It states the following: "It is the owner's responsibility to select the Code Section which most nearly applies to a proposed piping installation."
Is there another source that would control this plant's code?
