Welding Standards?

Could someone let me know where I could get a copy of the followiing spec: SAE-ASM-STD-2219, class C. It is called out on a small thumbscrew weldment for the joining of the spade head to the 1/4-20 stainless steel hex head bolt. I have searched, but have not been able to locate. Mike Butts
