Gents Please kindly advise that one of the EPC contractor has used the WPS & PQR of his subcontractor for qualifying his welder and now the contractor claims that he can use the WPS & PQR of his Subcontractor for the production joints in the project (some modification work due to design change). The sub contractor has been demobilized already left the site. But the client disagree for the use of sub contractors WPS & PQR by the contractor in the project. Note: This WPS&PQR are already approved for the sub contractor for the same project but not for the EPC contractor.

please provide reference if welding can proceed by the EPC contractor.

The Client's procedures etc supersedes Sec IX in this case.

Is it too much for the EPC contractor to use his own PQR & WPS for this project? He can always us some of his WPS & PQR that he had used in other projects earlier.

What construction Code is the pipe being welded? As I recall, B31.3 would permit the EPC to use the subcontractor's WPS with acceptance of the Owner. If the Owner doesn't accept, the EPC contractor must use its own qualified WPS.
 
If B31.3 - "To avoid duplication of effort and subject to the approval of the owner..."
The owner has the final say-so on if using other's WPS's and PQR's is allowed.
