Welding of PQR coupons

My question is does AWS D1.1 allow welding of PQR coupons to be outsourced, for example to a test facility, or does the welder have to be an employee of the contractor qualifying the procedures?

The latter is permitted. The former is not permitted.

Preparation and testing of mechanical specimens may be outsourced. Welding of the PQR coupon and associated certification of the PQR must be performed by the individual contractor or manufacturer.
