UK fabricator first D1.1 welding job

Hi

I work for a company undertaking first works to D1.1 (Aramco requirement). We normally weld to ASME IX or EN 15614
We are welding skid bases of which a typical corner weld is as attached (CJP with back gouging - single bevel groove weld 4 P99 2020 Ed).
S355 J2 material
Am I correct that
1) For unqualified material PQR. we must undertake test with this joint configuration 6.11.1.1 ?
2) This qualification would allow us to write qualified WPSs for all fillets, and CJP & PJP joints in fig 5.2 if essential variables met?
3) would S355J2 material designation be range of qualification whether it be to EN 10025 (plate & open sections) or EN 10210 (hollow section) or would each standard require a qualification?

Additionally is there any restiction as to who can witness qualification, undertake NDT & mechanical tests & produce certificate. We intend to use a UK Approved body under the Pressure regulations.
Does Aramco have its own list? - we couldn't find anything in tender documents but literally hundreds of cross referenced Aramco sandards
