welding in carbon steel with low alloy steel filler

is production welding in carbon steel material with low alloy steel filler or vice- versa allowed as per ASME code..?
 
For the most part, ASME won't tell you what to use, but you must have a procedure qualified for the P No./A No./F No.combination you are using. Once you have it, you have to follow it. A P1 welded with A3 filler doesn't qualify to weld P1 with A1.

Can you please share the details of your qualified welding procedure which you need to use? This way, I may help you with the approval ranges.
