Welding after Hydrotest for Tank

Dear All, I have one problem. A tank has been hydrotested but unfortunately the contractor miss to install (welding)anode bed inside the tank (in the drawing, not mentioned about anode bed but mentioned in the contract requirement). Did the contractor still need to carry out the hydrotest or not? Which clause needs to refer?

API-650 has recently been revised to permit post-hydro minor welding on tank shells. There are lots of limitations and special rules to follow. Check it out, it may be useful to you.
