Minimum effective fillet length for stud welds

I was reading the thread above and I have a question regarding the effective fillet size. For stud fillet welds, certain sizes of nelson stud do not allow for the development of the minimum effective length as per 4.3.4.2.2 of W59. Does this mean that my stud fillet welds have to be sized assuming a fillet size of 0.25 what is shown on the drawings? I.e 1/4" fillets get sized as 1/16"?

This is for a case where a typical stud welding gun cannot be used.
