Welding 17-4ph with low carbon steel

I have to do a fillet weldment between a 2" thickness 17-4ph H1025 plate and a 1 1/2" A36 or 44W plate. Weldment profile is 5/16" wide. I have to elaborate procedure and I'm looking for the better filler metal.

Should I weld on annealed plate and is it safe to make heat treatment (conditioning H1025) after all welding?

What is the weld joint configuration? Also, is this a structural weld (load-carrying)? You have a significant strength mismatch between the 17-4PH H1050 and A 36.
 
Since the failure would be in the CS you had might as well weld with CS filler. It doesn't matter how strong the joint is.

T joint is the configuration. At first sight, I have choice between a 309 grade or a CS filler metal but, would these material could cause chemistry problems ? Should I weld annealed ? Before or after H1050 conditionning ?
 
Yes, weld the 17-4 in the annealed condition, and age after welding at H1025. This will establish bulk properties in the 17-4 and provide stress relief for the CS. Use 309 filler metal.
 
Do you care about the heat treat condition of the CS?
If not then anneal the 17-4 before welding, and age the whole thing after welding.
You could use 309 for filler, or 17-4, or CS.
