Welder qualified without backing 1

Referring above thread, can a welder who is qualified for GTAW(root)+ SMAW (combination WPS ) with backing do a SMAW welding by backing weld and after griding from other side.

Yes. In this case the weld metal is the backing, when welded from both sides.
