weld for horizontal beam to vertical col (concrete)

For a connection i have, its a 90 deg corner, so I have a small plate called out to make the welds...this allows a bit for erection tolerances. DO you guys use plates, or just a round bar and weld top and bottom?
 
I don't care for the round bar alternative. I think that it would put the flare bevel welds into pretty serious bending under beam axial/thermal loads (Link).

I like to debate structural engineering theory -- a lot. If I challenge you on something, know that I'm doing so because I respect your opinion enough to either change it or adopt it.
