wall reinforcing corner bars

I am reviewing some drawings for compliance and I have the following situation:

2 walls intersect at a 90 degree angle to form an "L" shape. The horizontal bars from one wall are #6 and the other wall are #7. I can figure the length the corner bars should be by using the tension splice length (given in plans) for each respective side (whether #6 or #7) but I don't know if the corner bar itslef should be a #6 or a #7.
 
generally the corner bars are there for integrity not strength. Best to ask the EOR however.

It is likely the bigger number comes from some bigger effort than needs be properly developed first and then spliced to the required capacity with the lesser diameter bar. Hence the corner bars need be of the bigger diameter; the only relief is that the splice length in the wall of #6 bars need only be the required for this diameter (as long this is not precluded by any need of splice from the other wall).
 
Your hook developement length will limit the effectiveness of the bar regardless.

Anyhow, I'd use the #7 corner bar unless told otherwise or if I were designing it.
