Those things on the right appear to be orientation plane indicators, defined in ISO 1101. They seem to serve a purpose similar to ASME Y14.5 bidirectional positional tolerancing.

I'm far from an expert on the ISO side of things, so you probably shouldn't consider this a definitive answer.

In absence of Diameter indicator this is, most likely, bi-directional position tolerance.
So, one direction across the river and the other parallel

I agree it is bi-directional tolerating. See ISO 1101:2017 page 90 for the details
