U-Stamped vessel requires Replacement Cover Assembly,

Our Customer has requested a replacement cover for an ASME Section VIII Div.1 U-Stamped pressure vessel., supplied by our company.
The cover is a blind flange designed in accordance with App.2.
Welded to the cover are 2 lift lugs and a vent coupling.
I believe the cover assembly needs to be supplied and stamped as an ASME-PRT. Is that correct?
It is also my understanding that because we'll be welding to the cover it will require a hydro test, and again asking is that correct?
If so we'll need to make a hydro fixture, which leads to my last question, does the fixture have to be designed in accordance with ASME Section VIII Div.1?

I would agree, this should be supplied as an ASME PART.

Whether or not it gets hydrotested by your shop needs to be discussed with your customer. The choice is either for your shop to hydrotest the cover, or for the entire vessel to be hydrotested once the new cover is installed. So, it really comes down to what your customer wants to do. If it's simple to blank off and hydrotest the vessel in the field, maybe that's the right choice. If however it's a very complex vessel, it would likely be easier to hydrotest the cover in your shop.

Regarding your last question, hydrotest fixtures do NOT need to be designed in accordance with ASME VIII-1. You can do all sorts of weird and wonderful things with hydrotest covers depending on what you have available in your shop.

ASME part yes, but not necessarily ASME-PRT. PRT certification is for part suppliers who use a design given to them by a Code shop. As this is your vessel, design is yours. PART is stamped under the "U" below the certification mark.

Thank you for the replies. The pressure vessel is on a ship and they want us to perform the hydro test.
I was hoping to avoid this by drilling & tapping the vent connection directly into the cover flange, but the lift lugs have to be welded so there's no escaping the hydro requirement.
We will stamp the item and attach a nameplate with the ASME U PART Stamp.
