R Stamping a non-U Stamped Pressure Vessel

Can a pressure vessel that is ASME Sec. VIII constructed, but not U stamped, be R stamped after any repair or alteration?

Maybe. See NBIC, Part 3, 1.2(b).

I am guessing without reading NBIC: "No", not an U stamped vessel by AI, why AI shall approve a "R" stamp. Just repair at your own risk.
