Turn Automatic Dimensioning Off

I am using I-Deas version 13. When I create a sketch the dimensions automatically are applied. How would I turn this feature off so that I may add my dimensions?

Go to sketch in place then pick a plane. Pick Line Circle whatever right click and select navigator. There you can turn off or on constraints dimensions or what not.
