Tolerances when strapping heads

Where can I find a definitive interpretation and examples of the allowable tolerances for the diameter of a large vessel when strapping the circumference? The minimum and maximum allowable are stated in UG-80 but I couldn't spot a discussion pertaining to the circumference as it relates to the design diameter. What is the allowable deviation from the design diameter caused by weld shrinkage?
