When test flange/rings are requested part of scope of supply for heat exchangers, how are these test flanges/rings gainfully used? What purpose do they serve?

I don't know about heat-exchangers' cases. We use the same terminology for hydro-machinery components that can be considered as pressure-vessels: in the case of spiral casings of turbines, for ex., the spiral has to undergo a pressurization test, that's why we need a test flange (to close the spiral inlet) and a test ring (to close the spiral "outlet", i.e. the predistributor's side.
 
Test rings allow the owner/user of a shell and tube heat exchanger to hydrotest the tube bundle while it's outside of the exchanger.

This is ordinarily accomplished by placing a split ring flange behind the tubesheet and bolting a head or a flat cover up to it, with some sort of gasket (usually an o-ring) placed in between.
