Think of it this way. The purpose of a procedure qualification is to prove that your welding procedures essential variables are established and will guide a welder to make sound welds. The purpose of a welder qualification is to prove the welder a ability to deposit sound weld metal. If either of these doesn't pass there is a reason. Most acceptable tensile tests on welded joints pass well beyond the minimum specified values. If you are trying to skirt past the requirements based on a rounding issue, then don't expect good results on your production welds. It's just not worth it.
