Tank Foundations

I am lookign for information on designing a tank foundation. Lets assume it will be an oil or water tank.
I seen on thread507-109522 mention of a paper done by Irving E. Boberg but i cant seem to find anything now. and the links that were in that thread dont result in the paper.
If anyone can help me find this paper or any other reference material for design of tank foundations, please let me know.
