Since you don't know how to design a caisson, and IMHO you will not get enough help from this site to do the job safely, the only option it seems to me, is to employ someone who knows what he / she is doing.

So you need to design a platform mounted caisson? Other than that your sketch is not really very useful.

Designing a caisson is not a straight forward operation.

Can you tell us what areas of the design you think you need help with? Permanent design? Installation design? Detailing? Loading? Strength? Clamp/mounting design? Verification of existing platform? Fatigue? Weight control?

If it is all of the above, then C2it is correct and you need more help than this forum can offer.
